Definition
Prioritization is a systematic technique used to determine the relative importance, urgency, and delivery sequence of requirements, features, initiatives, or risks when resources, time, or budget are constrained. It establishes a clear order for addressing items to maximize business value, manage stakeholder expectations transparently, and reduce the risk of delivering low-value work first. Common techniques include MoSCoW, weighted scoring, and value-vs-effort matrices.
Inputs
- A list of requirements, features, or initiatives to be prioritized
- Defined evaluation criteria (value, urgency, risk, feasibility)
- Stakeholder input on relative importance
- Capacity or budget constraints that bound what can be delivered

- A ranked or categorized list of requirements or initiatives

When to Use
- Requirements exceed delivery capacity and sequencing decisions must be made
- Incremental or phased delivery where each phase must maximize value
- Conflicting stakeholder demands require a transparent, structured resolution
- Agile backlog management and sprint planning
When Not to Use
- All items are mandatory with a fixed regulatory deadline — use sequencing and dependency analysis instead
- Very small scope where all items can be delivered in one cycle
- When a single decision-maker has clear authority and formal prioritization adds overhead without value
